Old biz, new troubles: City says roadside institution is an eyesore

Rick Gaitan evidently knows this, because two worn chairs have been set into the darkest corners. Seeing the tires close up makes it clear that they have some tread left.

"They're not junk tires," Gaitan said. "They're good tires."

There's no sign except a banner for moonwalk rentals. But drivers coming off the interstate see his wealth of tires and stop.

"You go to Mc Lamore's, you've got all these cars. You go to the wood shop, you see a lot of wood," he said. "This is a tire shop."

Rick's opened 15 years ago. Kyle was small back then, with just over 5,000 people counted in the 2000 Census. Now,the worldwide rubber hose market is over $56 billion annually. 22,712 new residents later, the town is different, and its ambitions might be different too.

Lanny Lambert, the city manager, opened his report to council last week by complaining about Rick's.

"There's huge piles of tires. It looks like, to the code enforcement officer, that the tires have increased," he said. "You can't even see the building now, he's got so many tires."

Why would a city manager who's been downtown less than a year be concerned with a tire salesman who's been there for 15?

It's about image. Hawking piles of tires by the freeway exit has been good for Gaitan, but it might not be good for a town that wants to attract more developers and young professionals.

"This is the entrance to our community," Lambert told the council. "We have to be concerned with our front door."

The council didn't seem quite as concerned. Councilwoman Becky Selbera took Gaitan's side, saying, "He is a very important person in the city,Our high risk merchant account was down for about an hour and a half, and we don't want to drive business away." The members agreed to give him time to build a fence or move his piles.

But Gaitan doesn't think he needs a fence. What's the point? And he doesn't know where else he would stack his inventory.

"These tires have been here for years," he said. "They've probably been here longer than some of these new (council) members."

The city gave him 30 days to get a quote on a fence. For now the tires stay where they are, making shade for the beat-up chairs and the group of strays beside them: a giant box fan, a pot perched on two toaster ovens, a rusty butcher knife.
