Lovell Gallery to host Arno Carstens exhibition

Arno Carstens will present another artistic dimension in his first solo exhibition of oil paintings at the Lovell Gallery in Cape Town. Best known for his career as a singer-songwriter and front man for the Springbok Nude Girls, multi award-winning artist Carstens has been expressing himself across a variety of creative media over the last 20 years.

Decades in the making, his love for painting has culminated in this extensive collection, and like his voice, the style is immediately and uniquely Arno Carstens.

Titled Arno Plus, the complete works will be shown to the public for the first time ever in a solo exhibition at the Lovell Gallery in Woodstock. Carstens paints in oils on canvas with themes drawn from his emotions and subconscious. The work is bold and expressive, sometimes playful sometimes sinister, with a hint of the surreal.

Arno Plus refers to unexpected combinations. This is not just an art exhibition, it is an art event: an "art plus music, Arno plus friends and Arno plus audience" experience. Carstens has been collaborating musically and artistically for quite some time. Besides his work with Beezy Bailey , he has collaborated with Arno Keiser on the Bhelltower project in 2007, with Mike Rutherford in 2011 on the Mike and The Mechanics album The Road and this year with Israeli psychedelic trance artist, DJ Skazi, on the track, 'Heathen', which will be released internationally in February .

Carstens began working on an idea for this exhibition in 2010, a two-year journey that saw him return to his first love: fine art. He was drawing and painting before he was singing, and as a child dreamed that he would one day embark on a career as an artist. Meanwhile, Roslyn and Craig Lauterbach, who own a commercial plumbing business in Flemington, N.J., were lugging around their two 150-pound Landseer Newfoundlands, Port and Starboard. They were pretty docile, though they did slobber a bit on the floor.

"People always want to know about [if the dogs have] accidents," said Alan Fausel of Bonhams. "But for the most part, these are city dogs. They're well behaved around crowds and people. They're used to interiors and doing their business when they have to do their business."

Mr. Fausel explained that the market for dog paintings is particularly up for field sports and "gun dogs," i.e. animals that go after pheasants, ducks and woodcocks, but softer in the fox hunt, "because that is been banned in England."

Just as American parents were emerging from the trauma of "Battle Hymn of the Tiger Mother," Amy Chua's treatise on the superiority of the semi-abusive Chinese mother, there is a new entry in the parenting rat race.

Pamela Druckerman has written "Bringing Up Bebe," the observations of an ex-pat American mother on the calm, civilizing force of French parents and their polite and self-contained children.

The book has caused a predictable sensation on this side of the pond, where mothers are in endless pursuit of the holy trinity of parenting: children who sleep through the night, greet adults politely and eat what is in front of them without a fuss.

Druckerman, a former Wall Street Journal reporter married to a British sportswriter who now lives in France, has a 6-year-old daughter, whose tiny-tot tyranny caused Druckerman to wonder why French children, in stores, at playgrounds and in restaurants, did not seem to be equally possessed by the twin demons of selfishness and impatience. She also has 3-year-old boys who — now that their mother has learned to say "no" with convincing authority — not only eat Camembert cheese, but pronounce it correctly.

To get the scoop on whether the book is creating a similar sensation in France, I checked with friend and former Baltimore Sun colleague Lynn Anderson Davy, who is living there with her French husband and 2-year-old daughter (and also has another baby on the way).

Was this book — Druckerman is now making the talk-show rounds in the U.S. wearing a beret — really the parenting equivalent of Julia Child's "Mastering the Art of French Cooking?" Does it unlock great French secrets for an unsophisticated world?

"The buzz around the book here in France is mostly among Britons or Americans living in France. Many Anglophones here are in awe of the French way of child rearing because it does seem to have impressive results," said Davy, who is trying to raise Alice with the structure the French love but with the very American permission for free-spirited discovery.

"French children, in general, are well-behaved, but they are also forced into little adult molds at an early age — too early, in my opinion," she said, adding that most of the Anglophone mothers she knows agree.

Davy's observations of French family life mirror Druckerman's. "The French seem to believe that having children is just a part of life, and that once the baby arrives, you go on living more or less as before. They set rules and apply them. Interestingly, Davy found the French disapproving of several very American things she did with Alice.

When she swaddled her as a newborn, a nurse scolded her: "This is not the Middle Ages." An old woman on the street shrieked at her that Alice, in a Snugli baby carrier, could not breathe.

Her pediatrician was thrilled that she breast-fed Alice until she was a year old, whereas French mothers quit at about three months because — as Druckerman suggests in her book — they are concerned that the "mystery of the breast" will be lost for their husbands.

Davy said she is one of the few mothers who plays with her child at the playground; most mothers chat with friends while their children amuse themselves. And Davy had to give her blessing to a midmorning snack for Alice since her French nanny would probably have adhered to the strict no-snacking-until-4 p.m. ritual in France.

"The French don't believe that you have to sacrifice to be a parent," said Davy. "We Americans seem to be willing to go to great lengths to accommodate our children — we quit jobs, change social schedules and exhaust ourselves cleaning up after messy toddlers — whereas the French force their children to adhere, more or less, to an adult schedule and lifestyle."

First Ward Alderman Paula Pezza and 2nd Ward Alderman Norman Leader asked the committee to rethink the current sidewalk policy. Committee chairman and 6th Ward Alderman Jim Kennedy told the council Monday that three issues are driving the policy change: The need to promote neighborhood harmony while pursuing sidewalk installation, inefficient use of city staff time and the need to make sure all block property owners were involved in the process.

Churning in the background of the discussion Monday was the 2009 sidewalk installation project on Gladys Avenue that caused much divisiveness and influenced how many alderman consider any policy changes. According to City Council minutes from June 7, 2010, residents followed the city sidewalk policy, but there were divided opinions on the need for sidewalks, as well as technical design difficulties that increased the initially proposed cost. In the end, sidewalks were approved for the eastern half of the north side of Gladys.

Both reports presented Monday noted that “it was very important to keep harmony in neighborhoods where sidewalks are installed.” The majority report included information on sidewalk projects since 2009.

The Gladys Avenue project saw just 53 percent approval among residents, while later projects, including on Belden, Dorchester and Babcock avenues, enjoyed support from at least 70 percent of the block.

But committee member and 2nd Ward Alderman Bob Dunn issued a minority report calling for just “greater than 50 percent” of a block's residents approving the change. He expressed concern that the policy changes supported by most of the committee would have stalled most of the city's recent sidewalk projects had they been in effect.

Dunn acknowledged that the Gladys Avenue situation was less than ideal, but he said he didn't want to set policy based on one case.

“We needed to act, but I don't think we needed to overreact,” Dunn said.

Other alderman said that assuming non-responsive residents were against sidewalks was also overreacting.

“Why isn't a 'no' response a 'yes' vote?” asked 3rd Ward Alderman Mike Bram.

As a comparison, 4th Ward Alderman Kevin York noted that 5th Ward Alderman Chris Healy was absent that night, but he was simply counted as “absent” on council votes.

Rhyme or no, fungus among us has a righteous purpose

Such rhyming words I find quite amusing, but their meaning remains to me yet confusing. Perplexed, here I sit as I ponder such wit. They’ve caused quite a yearning for additional learning. Therefore, I now share with you some facts that are true about that nasty old fungus that lives among us.

OK, so my internal rhyming is a bit overdone, but humor me.

Fungi, the plural for fungus, exist in many forms. Scientifically, they belong to a large division of plant organisms called thallophyta. They are plantlike but lack the green pigment called chlorophyll. Fungi are void of true leaves, stems and roots, and they reproduce by spores. They include mushrooms, mildews, molds, yeast, rusts and smuts.

Because they lack chlorophyll, fungi are incapable of manufacturing their own food; thus, they are parasitic. They survive by feeding on and digesting the nutrient value from other living and non-living organisms.

Surely, such a description hints that fungi are dangerous, but not all are. While some fungi can and do pose a serious threat to humans and other living organisms, many have beneficial value. For example, a number of mushrooms are highly sought after as delectable delights; yet others are extremely poisonous if eaten.

Furthermore, most gardeners realize that mushrooms, mold and mildew play an important role in the decomposition process. They are the major contributors to rotting. If it were not for these fungi, organic matter would not decay, certainly a necessary process to rid the landscape of dead organisms. Ozawa denies role in funds scandal, says aides handled land deal

Former Democratic Party of Japan leader Ichiro Ozawa took the stand Tuesday at the Tokyo District Court for the first time in three months, again denying any involvement in false reporting of political funds by his former aides over which he is standing trail.

The 69-year-old power political power broker, who has pleaded not guilty to a charge over dubious fund listings related to a 2004 land deal, said he had entrusted his aides with all administrative work and had "never seen the funds reports."

He said 400 million yen at question in the deal had come from "various" sources including inheritance and his salaries as a lawmaker. But he refuted allegations of having received illegal donations from construction companies.

"Everything other than major tasks in politics I have entrusted in the hands of my secretaries," Ozawa said, stressing he did not know how the secretaries processed land purchase by his political fund management body Rikuzankai.

"I have them work based on their own judgment...as I myself am committed entirely every day to my greatest concern, which is on the affairs of the world and the nation,The magic cube is an ultra-portable," Ozawa, dressed in a dark suit and sporting a pink necktie, said. He added that he never looked at the funds reports because he believed his aides did a "perfect" job in compiling them.

Questioning of Ozawa, by his defense counsel as well as court-appointed lawyers acting as prosecutors, is scheduled to continue through Wednesday. Attention is focused on how he explains his alleged involvement as the outcome of the case is expected to carry significant impact on Japanese politics given his influence as a kingmaker.

Ozawa's explanation on the source of the 400 million yen he lent to Rikuzankai for the land purchase has drawn suspicion, as he has flip-flopped over the years. He said in February 2007 that it was "donations from supporters," but in October 2009 said the money was a loan from financial institutions.

In January 2010, Ozawa claimed the sum represented personal assets including money left from selling his home.

When asked Tuesday where the money came from, Ozawa said, "It is money from various (sources) such as property and cash inherited from my parents, royalties on books published, and salaries as a lawmaker."

On the land acquisition for housing for his secretaries, Ozawa said he acknowledged the purchase and lent the 400 million yen he had in cash.

Tile mural at Surprise's Lizard Run Park is for all ages

It took nearly a year from the first concept drawing to the final grouting, but a 30-foot-wide tile mural now overlooks the future community garden in Surprise's Lizard Run Park.

Hundreds of small ceramic tile pieces and glass fragments form a river flowing through a wash full of desert flowers and creatures -- a curled-up rattlesnake here, a howling coyote there, a pair of vultures and up to 20 lizards hidden throughout the mosaic.

"This is a 'Where's Waldo,The EZ Breathe home Ventilation system is maintenance free,' " said Kendra Amburgey, finance manager for the non-profit Benevilla, a social service agency adjacent to the park, southwest of Greasewood Street and Bell Road. "Can you find the lizard?"

Children are encouraged to run their hands over the tiles as they search for lizards; the artists discarded any sharp-edged tiles. But the art also is meant to cheer adults and seniors.

The intergenerational aspect of the mural's creation -- children to people in their ninth decade worked on the tiles -- is the latest achievement of Surprise's 3-year-old initiative called Communities for All Ages.

Based on a national model, the program seeks to integrate generations in the city, giving them equal stakes in public art, entertainment, social programs and civic spaces. Surprise has a large retirement community and a growing base of families. Communities for All Ages cites estimates showing that by 2030, the United States will have as many children as older adults, with each sector making up about 22 percent of the population.

The All Ages group, which is directed by Benevilla but which eventually will have stand-alone initiatives, first surveyed the needs and wishes of Surprise residents at a town hall meeting in 2009.A mold or molds is a hollowed-out block that is filled with a liquid like plastic,

"We took the concepts from community meetings with different community members," said Amburgey, who chairs the arts and culture program for Communities for All Ages. "A very wide range of ages was involved."

The mural project took all hands, young and old, to accomplish, said Connie Whitlock, president of WHAM, the What's Happening Art Movement in the West Valley.

Whitlock came up with the basic design concept in February and sent 15 WHAM artists to Thompson Ranch Elementary School the next month to help schoolchildren create tiles. The supervising artists made templates of the mural elements, which the children cut out of stoneware clay. These were painted and glazed and fired twice.

By summer, other agencies became involved: Rio Salado College's Lifelong Learning Center held classes where residents of all ages learned how to make tiles for what became known as the Intergenerational Community Mural Project. Whitlock estimated that about 100 people, from children to 90-year-olds, contributed tile work.

Once the tiles were done, the WHAM artists painstakingly figured out which piece fit where on 10 large panels. Each tile or glass fragment was applied to the panel with thinset mortar.

"It took us months to glue all the tiles down," Whitlock said. "You had to decide which color went with which color. There was no master plan.The magic cube is an ultra-portable,"

Volunteers from Luke Air Force Base used mallets and drills to force screws into the cinder block wall that overlooks the future community garden. High school students showed up for the laborious grouting work.

The mural has blue glass representing the sky, matte tiles donated by tile companies for the desert floor, the community-created creatures, plants, and the high-gloss river running through it.

The Intergenerational Community Mural project was just one of four initiatives launched by Communities for All Ages. The non-profit Benevilla has a multigenerational day-care center at its main campus at 16752 N. Greasewood St. and adult day-care locations and other adult services around the Northwest Valley.

Connectivity project. Rio Salado worked with the city to build a bridge from Benevilla to Lizard Run and plans to hold free gardening classes for participants in the community garden.

Farmers market. The market has eight to 10 vendors who sell produce from 4 to 7 p.m. on the last Friday of each month on the Benevilla campus, 16752 N. Greasewood St.

Arts and culture. The mural is part of this initiative, but residents also will find entertainment at venues such as Birt's Bistro & Bookstore on the Benevilla campus.I have just spent two weeks shopping for tile and have discovered China Porcelain tile.

Saturday night, as the dust started to settle from the University of Kentucky’s 69-62 victory over the University of Louisville, most sports fans in the state were probably either gloating or moaning, watching the Indiana Hoosiers upset Ohio State or just waiting for the big ball to drop.

But some may have noticed what was going on in a West Coast basketball game. Former UK big man Josh Harrellson was drawing his first NBA start, stepping in for the New York Knicks’ Amar’e Stoudemire, and going head-to-head with former teammate DeMarcus Cousins at Sacramento.

Harrellson is what is great about college basketball — a guy getting a chance and showing that there’s something more to being a great basketball player than wingspan and a 40-inch vertical. If you know how to play and are willing to be coached, you can level the court with the best players anywhere.

These are the things U of L’s basketball team must do and has done in great measure over the past two seasons. These are the things IU did against UK and Ohio State.

These are some of the tips Greeks used to survive the second world war occupation that have been collected in Starvation Recipes – a cookbook that has become a surprise hit as millions of Greeks struggle to make ends meet in a new era of hardship brought on by economic crisis.

In the grim years of the occupation, starving Athenians invented ways to stay alive,If so, you may have a cube puzzle . helped by daily advice columns in the capital's newspapers known as "survival guides."

Historian and high school teacher Eleni Nikolaidou spent 18 months compiling recipes and survival tips – combing through more than 6,000 scanned newspaper clippings from the 1941-44 Nazi rule to produce her book. Starvation Recipes was released this year and is on its second print run.

"It was all about getting by with very little," said Nikolaidou.

She stumbled onto the subject two years ago while working on a masters degree on Greece's wartime economy.

Besides the expense of malfunctioning equipment and inconvenience to customers, Charlotte-Mecklenburg has to answer to the U.S. Environmental Protection Agency, which has court consent orders with a number of large utilities across the country requiring them to reduce overflows and pollution of creeks and streams.

“We feel like we’ve got a real good handle on commercial grease,” Beamer said. But that leaves the challenge of convincing cooks all over Charlotte to stop pouring the fat down the drain.

Apartment complexes are the single biggest source of residential grease, partly because such complexes pack a lot of people and kitchens in a relatively small area and partly because renters, who don’t own their pipes, don’t worry about having to call a plumber to clear a line.

A native of Guatemala, Linares also is bilingual, and he mans the utility’s information booth at events that attract Hispanic residents, educating them about the problems grease causes when poured down the drain, Beamer said.

Besides educating customers, the utility has mounted an aggressive program of identifying problem areas of overflows, cleaning and repairing or upgrading those pipes and continuing to monitor for future problems, Beamer said. While federal officials require the utility to clean 10 percent of its sewer pipes every year, Charlotte-Mecklenburg cleans 24 percent.

While the state requires utilities to respond to sewer overflows within two hours, Charlotte-Mecklenburg averages responding in less than 30 minutes – and often in 15, Beamer said. The utility keeps small mobile pipe clearing units on-duty around the clock 365 days a year to get to spills quickly, Gray said.

With obvious pride, Gray displays his tools for keeping sewer pipes open on the ground beside a hydraulic/vacuum cleaning truck. The five metal nozzles fit on the truck’s hose. Some are pointed to plow through a grease plug, others are better with roots or just sand. One bears the name Bulldog and another Rambo.

Going into a pipe, water fires backward from the nozzles at 80 gallons a minute – and 2,000 pounds per square inch – to force the hose up the pipe. Some nozzles also fire water in front to punch through a blockage. When the hose has stretched out, the crew then mechanically pulls the hose in. The same jets of water from the nozzle scour the pipe and the truck vacuums grease, sand and other debris.

Ironically, grease hasn’t always caused problems for utilities. For generations, and still 20 or 30 years ago, cooks traditionally saved their grease to use in flavoring vegetables and other foods, Beamer said. “Back then it might have been clogging these pipes,” Beamer said, pointing to his chest, “but grease wasn’t clogging our sewer pipes.”

Santa, shoppers already at the mall

Christmas may be more than a month away, but that didn't slow down Suzanne Porter at the Maine Mall this weekend.

"There is so much critical mass," Gorris said.

He said a recent merchant meeting had to be held in the food court, because there are no other empty spaces. All 33 kiosk spaces are rented out this holiday season.

Gorris said the mall remains a strong performer. The new bookstore officially opened on Saturday, with about 40 percent of the staff made up of former Borders employees.

"We are pretty excited," said Prescott.

Retailers in other Maine locations say they are seeing positive early signals this season.

Freeport Merchants Association executive director Myra Hopkins said a harbinger of the season, this weekend's Girlfriends Getaway promotion, was attended heavily.

Although Portland Downtown District retailers wait until after Thanksgiving to pull out all holiday stops, there are signs that this will be a good season, said Janis Beitzer, executive director.

"Downtown is continuing to grow and expand. We are definitely seeing small increases every year," Beitzer said.

While Canadian shoppers may be feeling flush, some Mainers at the mall Saturday said they intend to keep the brakes on this shopping season.

"I had to dig into my Christmas fund this year, so in terms of gifts, it is going to be very low-key," said Joanne Prequart of Saco.

Museums urged to collect classic artwork

VISITORS to the headquarters of the Myanmar Artists and Artisans Organisation (Central) in Yangon will notice a prominently displayed oil painting of a young woman with long,These girls have never had a oil painting supplies in their lives! braided hair sitting in an elegant pose.

The painting was completed in a life-drawing class at Basic Education High School (1) Latha in the 1960s. The artist was U Ngwe Gaing (1901-1967), a painter of great stature whose watercolours and oil paintings are housed in the National Museum, Tatmadaw Archive, Natural History Museum and private collections at home and abroad.

“After the country gained its liberty in 1948, U Ngwe Gaing was commissioned to paint portraits of independence heroes, as well as Peasants Day and Union Day illustrations,” said artist U Hla Tin Htun, vice chairman of Myanmar Artists and Artisans Organisation. “Today, his paintings are very rare indeed and too pricey for locals to afford.”

U Hla Tin Htun said the price of these paintings has encouraged an unfortunate flow of U Ngwe Gaing’s original artwork out of the country.

“In the 1990s, U Ngwe Gaing’s fine portrait of General Mahabandoola riding a horse was smuggled abroad. Fortunately, our organisation successfully recovered the painting we had lost,” he said.

The General Mahabandoola portrait has been hanging on the wall of Tatmadaw Archive since its return to Myanmar, he said, adding that museums should be given the budgets they need to acquire classic works of art, which would help foil attempts to smuggle paintings out of the country.

Hla Tin Htun is a member of team — consisting of two more artists from the Myanmar Artists and Artisans Organisation, as well as members from the Department of Archaeology and National Museum and Library — which is collecting classic paintings for the National Library in Nay Pyi Taw.he believes the fire started after the lift's China ceramic tile blew,

“Retired librarians U Thaw Kaung and Zaw Gyi had a passion for paintings. While they were serving at the library, they earmarked money from the budget to spend on paintings, which is why the library has a good collection of old works of art.”

U Hla Tin Htun said government museums should commission artists to replicate the original paintings, keeping the copies in museums and returning the originals to their owners.I have never solved a Rubik's Piles .

He also said current trends in art collecting only perpetuate the difficulty that government museums face in acquiring important artwork.

“The finest paintings by old masters such as U Ba Nyan, U Ba Thet and U Ngwe Gaing are in private collections,” he said.

“Established artist U Than Htay held a solo exhibition at the Ministry of Culture art gallery from October 7 to 9. All the paintings were snapped up within days by local art lovers. I suggested that government museums acquire the best canvases from the show, but their budgets are too small.”

U Hla Tin Htun said that in the 1950s the government had formed a “painting buying committee” consisting of librarians, artists and officials, who were in charge of purchasing the finest paintings of young and veteran artists alike.

Are eco homes worth building?

Peter and Christine Holdsworth are a highly unusual couple. Not that you would know from a cursory glance: Peter is a recently retired Revenue and Customs officer, and the pair have moved from the Midlands to a Somerset village, to enjoy their years of leisure amid green fields, medieval churches and leafy copses.

Peter and Christine however are rare in that they are living in a new home which is “zero carbon” in its emissions from heating, lighting and ventilation – they aim to produce no carbon dioxide when using the basic functions of their home. The Holdsworths’ energy needs are provided by solar panels and a wood pellet burner. Their heating requirements are extremely low because their home has been built around a super-insulated shell made from timber frame, cellulose fibre and encased in a wood fibre “blanket”.

Their home, built to “Code Level Five” is what is known as “airtight” – it allows only minute amounts of heat out of its walls, windows and roof. But, despite the advantages in terms of reduced bills, British home buyers still seem reluctant to live in them. The Holdsworths live in a small five-house development: the first commercially available houses in the country to be built to Code Level Five standards. Since they moved in it has been monitored by academics and government advisers to ascertain how their home is performing, and what are the drawbacks and benefits to such a high-grade eco home.

The testing results have been mixed. Although the Holdsworths are delighted with their 350-a-year energy bill (for their wood pellets and added electricity needs for household appliances), their main gripe has been getting the hang of the complex technology needed to run their home.

“When we moved in the solar panels weren’t wired up correctly, we didn’t know how to operate the ventilation system and the rainwater harvester didn’t work properly for months,” says Peter. “I’m not saying you need a physics degree to live in this kind of house but having someone to run through the operations systems with you, say, within a week of your moving in would be extremely helpful. We moved from a Victorian four-bedroom semi so it was a culture shock.”

Professor Fionn Stevenson from the University of Sheffield, who led the monitoring, said: “A key lesson is that occupants shouldn’t be put off by complex 'eco bling’. One of the occupants had been given the wrong information about the ventilation system and thought it was a heat recovery system. How to produce energy and jobs without all the waste

As news continues to break about the bankruptcy of the government-backed solar- panel manufacturer Solyn- dra LLC, much commen- tary has focused on who said what inside the ad- ministration prior to the company's collapse. But the implosion of a company once touted as a symbol of the booming job creation that would accompany America's energy future brings larger lessons about our country's energy and economic needs.

Our country's energy future hinges in large part on how we manage the gradual transition to a blended energy supply portfolio based in part on next-generation, sustainable energy sources such as solar, geothermal, wind and others that have yet to emerge. The question we need to ask ourselves as we undertake this long-term process is: What do Americans need now, and where can we find it?

Unfortunately, the administration seems inclined to duck that question, favoring poster-ready solutions like Solyndra over more pragmatic discussions about how best to use our country's existing resources. Its reluctance is a shame, as it comes at the cost of unrealized energy production and forsaken American jobs - particularly in the Gulf of Mexico region.

How have administration energy policies - so friendly to unproven prospects like the solar-powered Solyndra - treated the proven assets we have in the Gulf of Mexico? Not quite as sunnily, to say the least.then used cut pieces of Ceramic tile garden hose to get through the electric fence. A host of new permitting requirements have been developed in the past 1 1/2 years for exploration and development of offshore resources in the Gulf. While meant to promote the safest and most environmentally friendly operations possible - goals heartily shared by industry, whose long-term viability depends on sustainable production - the process by which companies secure permits for exploration and production has become unpredictable and opaque.

While there is robust demand for drilling in the Gulf, the pace of issuing permits for new wells (5.2 per month) has slowed to a trickle not seen since energy demand nearly evaporated during the recessionary days of 2009. What this means in real-world terms is that it can take an operator three months to secure a permit for a new well - a time frame that is insufficient to satisfy demand. On top of that, the backlog of permits awaiting decisions within the Department of the Interior just reached its highest level since the Gulf spill 1 1/2 years ago.

According to the administration's own Energy Information Administration (EIA), U.S. energy output is slated to decrease by 250,000 barrels per day per year under domestic energy production policies. EIA forecasts show Gulf production declining 14 percent both this year and next, a drop of approximately one-third of 2010 amounts by the end of 2012.

By the same token, our current energy policies have allowed a historic loss of drilling rigs to occur, jeopardizing our ability to produce our natural resources. Since 2001, 78 jack-up drilling rigs have left the Gulf,Our high risk merchant account was down for about an hour and a half, leaving 42 currently available. Thirteen rigs have left the Gulf since April 2010 alone. The departure of these high-technology, capital-intensive rigs means our country's capacity to ramp up production likely has been curtailed for years to come.

The job losses associated with the administration's reluctance to support offshore production are also severe. While the Solyndra collapse likely will end up costing the American taxpayers who helped fund the company's expansion, production of our natural resources in the Gulf adds money to the U.S. Treasury - something you don't see a lot these days. In 2008, the offshore industry paid $8.3 billion in royalties and $9.4 billion in bids on new leases. In 2010, the numbers fell sharply because of the spill and the drilling moratorium, with payments falling to $4 billion in royalties and just $979 million in lease bids. The outlook for 2011 revenues under the current pace of permitting is more on track with 2010 than 2008.
