This spring, the term "cyber war" turns 20. In his seminal 1993 paper "Cyberwar is Coming!" master military strategist John Arquilla envisioned an entirely new kind of battle.

That vision was articulated again, but as reality, in President Obama's State of the Union Address last week. The president's call for a more serious approach to the growing threat of full spectrum cyber war, or "cybergeddon," came just a week before Mandiant, an American cyber security firm, released a 60-page report detailing a Chinese military unit in Shanghai that poses serious threats to United States infrastructure. The silver lining here is that the report bolsters the president's intiative, which begins today, a crucial steps in the right direction for our union, as the state of things in the realm of cyber security are daily showing signs of collapse in the face of relentless foreign attacks against traditional war-time targets like utilities, newspapers, banks, and essential government agencies.

The battlefield is everywhere: personal computers, bank accounts, 401Ks and cash management accounts, drinking water, gasoline pipelines, electrical plants and dams. As news of major breaches roll in like waves on a storm-eroded beach, the likelihood increases that the next war we fight will be waged on computers aimed at crippling the systems that keep the wheels of government and daily life turning.

"There's a strong likelihood that the next Pearl Harbor that we confront could very well be a cyber attack," said Leon Panetta, the Secretary of Defense and former director of the CIA.

The first answer is that our lawmakers need to quit screwing around and do a better job.

Last week, Bloomberg Business Week catalogued the depth and breadth of the problem with breaches that originate in China while driving home the underlying fact that individual incidents "don't convey the unrelenting nature of the attacks. The problematic bill died last year in the Senate for lack of John Arquilla's vision. I expressed concerns about CISPA the first time around, specifically regarding privacy safeguards. Privacy advocates don't think it has enough, because CISPA demands the flow of information going both ways: government to private sector and vice versa. That two-way traffic pattern was notably missing in Obama's vision this time around (he advocated only for government sharing with the private sector), which may help pave the way for CISPA; provided, lawmakers act on the president's cue. Two of the more experienced artists from the Art Guild at Fairfield Glade are the exhibitors at the Palace Theatre in Crossville for the month of February.

Barbara Rogers is co-president of the Art Guild and has won a number of prizes for her colored pencil drawings.

Colored pencil can be long and tedious hours of work as a picture is produced through layers upon layers of color. She certainly puts them to good use. “Peek-a-Boo” with the immense green glass bottle shows a child peering from the other side of the glass. The child seems like a genie frozen forever in green glass. I’m not sure what the green glass bottle was used for because all such modern day large vessels are made of boring, thin, white plastic — lighter, easier to handle but most emphatically not beautiful.

Militants Attack Office in Pakistan

Militants wearing suicide vests and disguised as policemen attacked the office of a senior political official in northwestern Pakistan on Monday, killing five people, police and hospital officials said.

In Pakistan’s southwest, meanwhile, several thousand Shiite Muslims protested for a second day following a massive bombing targeting the minority sect that killed 84 people. The protesters have refused to bury victims of the attack until authorities take action against the militants who were responsible.

The target of Monday’s attack in the city of Peshawar was the office of the top political official for the Khyber tribal area, a major militant sanctuary in the country. The militants were disguised in the same type of uniform worn by the tribal policemen who protect the compound.

Four militants opened fire on the policemen protecting the compound and managed to get inside, said senior tribal policeman Sajad Hussain. In the southwest city of Quetta, over 4,000 men and women staged a protest in an area of the city where a bombing targeting Shiites ripped through a produce market on Saturday. The death toll from the attack rose to 84 on Monday, after three people died from their injuries, said senior police officer Fayaz Saumbal.

Nearly 1,000 others protested in a different part of the city, at the location where a bombing at a billiards hall that also targeted Shiite Muslims killed 86 people in January.

Members of the country’s minority sect have increasingly been targeted by radical Sunni militants who do not consider them to be real Muslims. The most prominent among the attackers has been Lashkar-e-Jhangvi, which claimed responsibility for both of the recent bombings in Quetta. Rights groups and members of the Shiite community have accused the government of not doing enough to crack down on the militants.

Many of the attacks have occurred in Baluchistan province, where Quetta is the capital. The province has the largest concentration of Shiites in the country. Many are Hazaras, an ethnic group that migrated from Afghanistan over a century ago.

Azizullah Hazara, the vice chairman of the Hazara Democratic Party, a political group representing Hazaras, threatened Sunday to hold widespread protests unless the government finds those responsible for the most recent attack and arrests them within 48 hours.

Protesters have also demanded the army take over control of Quetta and launch a targeted operation against the militants who have been attacking Shiites.

After the bombing in January that killed 86 people, Shiites camped out in the street for four days alongside the coffins of their loved ones. Eventually the country’s prime minister ordered a shake-up in the regional administration, putting the local governor in charge of the whole province. But the governor has expressed frustration, saying the recent bombing was the result of a failure of the provincial security and intelligence services.

One way to deal with the reimbursement challenge is to abandon independent practice and move over to a hospital-based system that has negotiated better rates. But IPAs (independent practice associations) can achieve much the same result if they’re savvy. Even better are the management service organizations like Women’s Health Connecticut, that put business people firmly in charge of the business aspects and let the doctors run the clinical aspects. Women’s Health takes matters a step further and operates its own malpractice insurance carrier, enabling it to take active steps to control the notoriously high malpractice premiums paid by OBs.

Smaller physician offices can also benefit from general service providers that figure out how to cater to their needs. Even if the financial services and telecommunications packages are similar to what are offered to other professions, there is a real marketing opportunity for these firms to position themselves as supporters of small physicians practices, which are small businesses. There’s absolutely no reason that even a solo practice physician should have trouble adhering to clinical guidelines and best practices. These physicians should be able to access data on how other physicians like them are practicing in similar situations. There’s also no reason that clinical quality improvement has to lead to cookie-cutter medicine that doesn’t take into account the individual. If anything we should see unproductive variation reduced and an increase in personalized approaches. That’s what I expect from my physicians and it’s what I increasingly see. You don’t need a giant practice to access UpToDate or other clinical information and decision support tools.

As quality reporting evolves, these smaller physician practices should also be able to demonstrate how well they take care of patients. If they can show they’re doing a great job then I’m confident that in the long run they’ll be able to not just survive but to thrive as consumers increasingly take their business to those who can show they are the best, regardless of setting. In the meantime there’s plenty of opportunity for technology and business vendors to help these independent practices out and make a good return for their shareholders as they do so.

Until the most recent quarter, the iPhone 4S was largely responsible for Apple’s most successful quarter in history in Q1 2012, despite no other iOS devices sold alongside it; even though the iPhone 5 was a hit product, the timing of its release date may have been slightly off; Apple gave itself more time to roll out the device in more countries, but customers were left more time to choose between Apple’s latest iPhone and all other smartphones released during that time.

The fight for Joe Frazier’s Philadelphia gym signals

More than a year after Frazier’s 2011 death, preservation advocates are seeking protective designations for the building in a campaign that is a sign of a larger cultural shift in the historic preservation community. At the movement’s heart is a push for inclusiveness in a field that has long privileged the stories and accomplishments of influential white men and paid little if any attention to anyone else.

“We’ve done an analysis over the past year,” said Stephanie Toothman, the National Park Service’s associate director for cultural resources. “The percentage of sites that specifically represent women and groups such as African-Americans, Native Americans and Asian-Pacific Americans ranges from 3 to 8 percent.”

Compared with the makeup of the U.S. population, that percentage is minuscule. Women make up slightly more than 50 percent of the population in the United States, and white men account for about 36 percent of the overall population, according the latest figures from the U.S. Census Bureau.

“They often say that history is written by the winners, but it’s also narrated by the people who have the podium,” said Page Harrington, executive director of Sewall-Belmont House and Museum, the Washington, D.C., headquarters for the National Woman’s Party throughout much of the 20th century. “So if you have fewer women in leadership positions — in universities, or writing textbooks, or in Congress — you have fewer of those stories that are necessarily making their way into the public spectrum that the next generation of scholars looks at, and so on, and so on.”

The fight to save Frazier’s gym seems appropriately symbolic for a man who fought his way to the top. Frazier was an underdog before he became a champ. He worked in a Philadelphia slaughterhouse, where he practiced throwing punches on slabs of beef hanging in a freezing meat locker. Iran announces nuclear talks

Iran on Sunday announced fresh talks with world powers on its nuclear drive and said it was open to an offer from the US for two-way discussions if Washington's intention was "authentic".

Iranian Foreign Minister Ali Akbar Salehi said the six world powers planned to resume talks in Kazakhstan on February 25, and he insisted that Iran had never pulled back from the negotiations.

"I have good news, I've heard yesterday that 5+1 or EU3+3 will be meeting in Kazakhstan 25th of February," Salehi said during a panel discussion at the Munich Security Conference.

Iran and six world powers -- the US, China, Russia, Britain, France and Germany -- held three rounds of talks last year aimed at easing the standoff over Iran's nuclear activities,Welcome to www.drycabinets.net! which Tehran insists are peaceful.

The six, known as the P5+1 or EU3+3, called on Iran to roll back its programme but stopped short of meeting Tehran's demands that they scale back sanctions, and the last round ended in stalemate in June in Moscow.

"If the subject is the nuclear file, yes we are ready for negotiation but we have to make sure ... that the other side this time comes with authentic intention, with a fair and real intention to resolve the issue," he said.

He criticised as contradictory the desire for negotiations with Iran on the nuclear issue alongside "threatening rhetoric that everything is on the table" -- that is, a military option.

"If there is an honest intention on the other side, then we will take that into serious consideration," Salehi said.

Asked when direct US-Iranian negotiations would take place, Biden told the conference on Saturday: "When the Iranian leadership, Supreme Leader, is serious."

As Nebraska business leaders calculate the cost of changing the state's tax system, some say ending the exemption on materials, or inputs, could prompt an exodus of manufacturing companies and their jobs.

What Gov. Dave Heineman has called his "bold" plan proposes a sales tax on component parts and ingredients as well as the energy and water used to make manufactured goods. Such inputs have been exempt since the state adopted a sales tax in 1967.

In exchange, the governor would abolish corporate and individual income taxes in an effort to encourage new business development and job growth.

But as manufacturers run the numbers, many find that a new sales tax could threaten their ability to remain competitive, said Barry Kennedy, president of the Nebraska Chamber of Commerce & Industry.

Famous American paintings on display

Following closely on the heels of the popular exhibit by the French modern photographer Henri Cartier-Bresson, the museum presents an exciting assemblage of important American paintings from roughly the same time period.

Called "To See as Artists See: American Art from the Phillips Collection," the 100 paintings and one sculpture in the show represent American art from the 1850s through the 1960s.

"(Duncan) Phillips was one of the first to collect Georgia O'Keeffe in depth," Smith explained. "A lot of these artists were people he knew personally, so he would see work in progress and work completed. Because he knew them, he had a vested interest in their success. So when you see this exhibition, you're seeing one man's personal vision of what modern art was."

Duncan Phillips, (1886-1966) critic, writer and art historian, founded The Phillips Memorial Art Gallery" in Washington, D.Laser engraving and laser laser cutting machine for materials like metal,C., in 1921 and continued collecting modern and contemporary art throughout his life. The title of this exhibit — "To See as Artists See" — is a reference to a phrase Phillips is credited with using to explain why he put this particular collection of works together.

Washington wasn't exactly the center of art back then. There weren't many collectors then, so he was able to get superb examples of these artists and their styles. The collection is unrivaled in what it says about working American artists."

Art aficionados usually have a preferred genre. But Chun Arthur Wang's works are attracting a diverse audience as the Chinese American oil painter blazes a new trail in oil painting.

"Though I live in a Western environment, what truly inspires me is traditional Chinese culture. The longer I live in the US,If we don't carry the bobblehead you want we can make a personalized bobbleheads for you! the more I miss Chinese culture," said Wang, a professor of fine arts at the Columbus College of Art & Design in Ohio.Application can be conducted with the local designated IC card producers.

Trained as a realistic oil painter at the Central Academy of Fine Arts in China, Wang moved to the US in 1992, where at Columbus he obtained his second bachelor's degree in fine arts. Later he earned a master's degree in fine arts at the University of Colorado at Boulder.

In 2004, after 12 years of living in the US, he started to explore innovative ways to blend East and West by combining oil painting media with techniques from traditional Chinese painting.

He has since established his own style, which includes more smooth brushwork, delicate details and weakened contrast of light and shading - lending his oil paintings an air of Chinese elegance.

One of his signature works is Do You Hear Me Now? Created in 2010, the painting borrowed its title from a popular commercial for cell phones in the US. It portrays three fretful people of different races speaking on their cell phones, isolated from one another while sitting on the same bench.

BYU to close Campus Drive, build walking plaza

Provo's neighborhood chairmen received a surprise announcement at their Tuesday night meeting when representatives from Brigham Young University presented plans for a three-phase redesign of the north and east sides of campus that will eventually include closing Campus Drive and turning the area into a walking plaza for students.

The desire is to have enhanced green space, more safety for pedestrians and more car-free housing, Sandberg added. A housing change around Heritage Halls is in the future but not part of this project.

Motorists on campus will be able to access the BYU Law School parking lot from 900 East and from the existing south entrances. Those coming from Bulldog Boulevard up to the Administration Building and Museum of Art will use the new roundabout exits to get into those parking lots. All lots will be reconfigured and special dedicated parking will be made available for the Alumni Center.

The first phase will include redirecting parking stalls to match the walking patterns of east to west instead of north to south at the BYU law school, adding a roundabout and plaza area at the Wilkinson Center and a new intersection on 900 East by the ROTC building. Phase two will be changing the parking, sidewalk and intersections by the Hinckley Alumni and Visitors Center, which will still be accessible to cars, and up the hill from Bulldog Boulevard. Phase three will finish the project with a roundabout on the road approximately between the two sky bridges to the Marriott Center, which will feed cars into the administration and Museum of Art parking lots. From there to the Wilkinson Center the road will be replaced with plaza, including flowers, trees, shrubs and other amenities. The three-phase project is scheduled for completion by fall 2015.

One thing BYU representatives made clear -- they are listening to suggestions from residents. While the redesign will happen, all things aren't completely set in stone.

Joaquin neighborhood chairman Leo Lines has lived in the area for 31 years and is concerned about the closures.

"I had heard about this plan, but I thought they'd never do it," Lines said. "My main concern is how do we get to and from campus. You're going to have to get on the Starship Enterprise to get into campus."

Lines did say it was the first time he has seen BYU come to the neighbors to share what they are doing and was grateful. That said, there are a number of concerns, like displacing UTA buses to 900 East and parking issues.

Jenkins said university officials took copious notes at the meeting and will be meeting with individual neighborhoods as well. Obviously, if you log into Windows 8 for the first time using an existing Microsoft account, you've already got a built-in password for your PC. But in addition to a standard password, you can use a four-digit numerical pin to unlock the device. What's more, with Windows 8, Microsoft is also offering a new "Picture password" option that allows you to pick any photo and make a series of gestures on it. You can make as many gestures as you want, but they do have to be taps, circles or swipes. In addition to the order, though, you'll have to remember where on the picture you're supposed to make each gesture.
