Chicken coop sparks neighborhood debate over Alabama city's zoning ordinance

Bayne and Melissa Searcy hoped having six egg-laying chickens in the backyard of their Jasper home would teach their two boys something about responsibility. The project has been more of a civics lesson than anything, however.

Several weeks ago, a zoning administrator told Bayne Searcy that the family's chickens are a violation of a city zoning ordinance. Speaking at a City Council work session, Searcy said he was confused because he called City Hall eight months ago and spoke with a city clerk before building the coop or purchasing the animals.

Searcy said the clerk reviewed the city's ordinance with him, and they both agreed his chicken coop would be lawful. "We've done this," he said. "I was told I was fully within the city ordinances and allowed to do this."

City Planner Keith Pike explained the zoning ordinance at the session, saying residents must qualify as a hobby farm to possess chickens.

The Searcys' neighbors, Dot and Ray McAdams, have a petition signed by 32 residents in the family's neighborhood who are opposed to the chicken coop. The petition included the signature of Morris Studdard, the Jasper City Council member who represents the Pinecrest neighborhood.

"A lot of our children are no longer attached to that association of a homestead or having the responsibility of taking care of animals and seeing that animal go through and have a process and caring for that animal whether it be egg production or having a litter of kittens," she said.

The McAdams said they are concerned that, by allowing the Searcys' chicken coop, city leaders would set a dangerous precedent that would lower property values in the area.

"If we started allowing this, people might start increasing the size of them and the city would never know without someone policing this," Dot McAdams said.

Dot McAdams said she worked for city hall in 1946 and can remember a time when chicken coops were popular within the city limits.

"I just don't see us going back to those days," she said. Four in five new cell phone subscribers are signing up for money transfer services, the latest industry data shows.

The Springhill Lake Recreation Center is undergoing a welcome renovation to make it fit for the champions that come through its doors — beginning with basketball and jump rope champions and ending with champions for life.

Walking through the Center on Saturday afternoon, recreation coordinator Brian Butler discussed the new pavement and sidewalk outside the center's entrance, the new bathrooms, the office renovations underway, and the cleaned ceiling tiles. He said that a new entranceway will be added, and soon the gym — the heart of the Center — will be renovated, with the floor re-waxed, walls painted and ceiling tiles cleaned.

The amount of effort the city is putting into the center excites Butler and the community, he said.

That community includes not only basketball and jump rope champion teams, but champion parents like Valerie Overby, a Greenbriar Condominiums resident who serves as membership director of the Greenbelt Sity Stars, the internationally and nationally acclaimed award-winning double Dutch team that was finishing its 10 a.m. to 2 p.m. practice at the center.

The team practices eight hours a week. Overby was there as was Robyn Young, mother of "Jumper of the Year" and team captain Regyn Davis-Young. Overby's daughter, Jamoni, is also on the double Dutch team. Kim Bradshaw has been the head coach of the team for 20 years, and is herself has twice achieved Grand National Jump Rope Champion.

The Center is critical to concerned parents like Overby and Young. Overby says that, "We need to keep kids busy, off the street, engaged, with not too much idle time. People want to do things with their kids." She says that Butler is a good role model and encourages young people. Asked whether there are other improvements she'd like to see at the center, she suggested a wall that separates storage rooms from the gym be torn down and used for a fitness center, similar to those at Lake Arbor and College Park recreation centers.

There's always something going on at the Center, says a friend of Kassadi Lewis, 14. Kassadi and her friend were watching Kassadi's sister, Kennadi, 15, play basketball after the jump rope team was done. Bechimari mourns jute martyrs Price hitch stays unresolved

The pile of jute sticks arranged cone-like and glistening in the sun stood tall over the congregation as they offered prayers at the janaja of Syed Ali.

It was around noon, the time Ali died yesterday, felled by a police bullet in the head.

He and other jute cultivators had gathered at the Bechimari weekly market like they did every Monday with their produce of jute fibre; fibre that is meticulously shorn of the piles of jute sticks that dot the skyline in the area during this time of the year, like the pile that stood almost guard-like over the congregation at Ali’s courtyard at Baruajhar, about 2km from Bechimari.

Ali and other jute growers like him had turned restive after buyers did not show up at the market because they were not willing to pay the price the cultivators were asking for.

First they resorted to a road blockade and then targeted vehicles stranded on National Highway 52, which eventually forced security personnel to open fire, killing four of them, including Ali.

Resentment ran high at the janaja despite fisheries minister Basanta Kumar Das handing over a cheque of Rs 3 lakh to Ali’s family.

In fact, handing over of the cheque did not seem to impress many. “Can it bring him back among us?” was the muted refrain.

“They hunted us down yesterday, shooting at will, chasing down people and beating them up,” said another villager,then used cut pieces of Ceramic tile garden hose to get through the electric fence. A Poker Life: Devin Porter

When former online poker pro Devin Porter walked into an interview for a tech-support position at a web-based company he took a page out of popularized con artist, turned financial fraud consultant Frank Abignale Jr.'s playbook.

He has always wanted to be "different than everyone else," but yet humble and faithful to his origins.
