Are Solar Permit Fees Too Much For Cerritos Businesses?

Cerritos officials responded to a Sierra Club report released last month stating that Cerritos charges as much as $15,Handmade oil paintings for sale at museum quality,866 for a commercial solar panel permit.

In a letter to Sierra Club officials, City Manager Art Gallucci said that Los Angeles County handles building and plan check services for permit inspections and they also establish the fees. He added that all permit fees in the City of Cerritos are based on the value of the project.

Gallucci said that since the County establishes the fees, the Sierra Club should direct its recommendations to them.

"The City of Cerritos is recommending that the Sierra Club contact the Los Angeles County Department of Public Works to discuss opportunities for lowering its fee schedule costs associated with environmentally friendly improvements," he said.

"We want to change the way cities calculate their feesespecially on how the determine the fees of projects like installing solar panels," he said. "We want to get cities like Cerritos to change from computing fees on different criteria, not on valuation alone."

Newick cited California Government Code Section 66014, which states that permit and inspection fees "shall not exceed the estimated reasonable cost of providing the service for which the fee is charged."

When asked about the report, a spokesperson for the city's Planning Department disputed the Sierra Club's calculations, saying to Patch while the City acknowledges that they base permit fees on the value of the project, the City has never charged such fees for commercial buildings as stated.

"We would have no projects in the city if we charged those fees [listed in the Sierra Club report]," said Kristin Aguila, planning assistant for the City of Cerritos. "We did the calculations ourselves based on all the solar permits for commercial and industrial buildings to provide further justification and it did not go anywhere near the $15,what are the symptoms of Piles,866 fees that they reported."

Justifying the city's calculations, Gallucci added in his letter that the city recently provided building and check services for the installation of a 300 kW solar energy system for a commercial property.
